SPENCER ETH, M.D.

Spencer Eth, M.D. has served as Professor and Vice Chairman of the Department of Psychiatry and Behavioral Sciences at New York Medical College, and Senior Vice President and Medical Director of Behavioral Health Services of the Saint Vincent Catholic Medical Centers of New York since 1996. Dr. Eth is a graduate of New York University and UCLA Medical School. Dr. Eth attended graduate school at Oxford University as a Rhodes Scholar, and he received psychiatric training at Payne Whitney (New York Hospital-Cornell) and child psychiatry training at Cedars-Sinai Medical Center in Los Angeles. Dr. Eth is the author or co-author of 88 journal articles and 49 book chapters, and is the editor or co-editor of four books.

Dr. Eth has been honored with the Robinson Award from the American Academy of Child Psychiatry, and the Guttmacher Award, the Bruno Lima Award, and a Special Presidential Commendation from the American Psychiatric Association. He received the 2008 Exemplary Psychiatrist Award from the National Alliance on Mental Illness. Dr. Eth has testified before the US Senate Health Committee and the US House of Representatives Oversight Committee on the psychiatric consequences of the World Trade Center disaster.

WILLIAM KEEGAN

A highly decorated Lieutenant in the Special Operations Division (S.O.D.) and a 20-year veteran of the Port Authority Police Department, Bill Keegan was Night Operations Commander of the WTC Rescue/Recovery Teams, and awarded the highest medal for the WTC 9/11 assault. His other awards include the 1993 WTC Bombing Medal of Valor for his rescue of school children trapped in a stalled elevator; the Hanratty Medal of Valor, over fifty police duty medals and is certified at the 400 level of the Incident Command System. Mr. Keegan is also a member of the NYPD and New Jersey Honor Legions.

Bill continues helping workers who suffered injury or trauma during the rescue and recovery operation, by maintaining relationships with health organizations such as St. Vincent Medical Centers and Mt Sinai Hospital. His founding of H.E.A.R.T. 9/11 is still another avenue for the W.T.C. recovery workers to heal through helping others. He is also active in the International Rett Syndrome Association; the illness which affects one of his daughters. Bill Keegan co-authored with Bart Davis the book “Closure- the Untold Story of Ground Zero”, published by Touchstone/Simon and Schuster. Before joining the Port Authority Police Department, Lt. Keegan spent 10 years as a trucking business entrepreneur operating on the piers of New York and New Jersey. Upon graduation from Hudson Catholic High School in Jersey City, Bill continued his education at St Peter’s College. He and his wife Karen have three daughters, Kristine, Tara and Rory. They reside in New Jersey.

JOHN A. MORAN

John is a retired Lieutenant from the NYPD where he was awarded numerous medals for bravery and valor. During his 23-year career, he served in a number of patrol commands in the Bronx and Manhattan and then was assigned to the elite Emergency Service Unit where he spent more than half his career. He says one of his more humbling experiences was when he was designated as the night tour Platoon Commander working at the World Trade Center site. We were tasked with a sacred job of bringing loved ones back to their families, a job we all took to heart because we were not only looking for innocent victims, but our friends & family as well.” Mr. Moran graduated from John Jay College of Criminal Justice in the City with a Bachelor's Degree in Police Science and successfully completed the F. B. I. National Academy. He has been a NYS Emergency Medical Technician for almost 30 years and is Nationally Registered. John also has been involved with a number of volunteer groups and organizations holding many elected Line and Board offices.

John, his wife, Karen, and their two lovely daughters, Nicole & Kaileigh live in Rockland County, NY. He is working for a consulting firm designing training & operating procedures in matters of Homeland Security & incident/emergency management. Mr. Moran is a member of a number of professional & social organizations including the NYPD Lieutenant's Benevolent Association, the Retired Lieutenant's Association, the FBI National Academy Associates, the Rockland County Shields, the National Tactical Officer's Association, the National Association of Search & Rescue and the Retired Emergency Man's Association. John also is a very active parishioner of his local Church.

THOMAS THEES

Thomas Thees has been Chief Operating Officer of Market Axess since February 2005, with primary responsibility for running the North American Credit Operations. Prior to joining Market Axess, Mr. Thees served most recently as Managing Director and Head of Investment Grade Trading North America for Morgan Stanley. Under Mr. Thees' leadership, Morgan Stanley became a leading participant and developer of electronic corporate bond trading platforms. From 1988-2000, Mr. Thees served in a variety of trading and origination roles for Morgan Stanley, most notably as Head of Primary and Secondary medium term note trading. Prior to his tenure at Morgan Stanley, Mr. Thees held various positions at Goldman Sachs and Citibank. Mr. Thees was the Chairman of the Investment Grade Committee at The Bond Market Association from 2000-2005. He also served on The Bond Market Association's Board of Directors from 2000-2002. Mr. Thees received an A.B. in International Relations from Georgetown University, where he was a George F. Baker Scholar.
